Executive Orders are edicts by Presidents and have been used since George Washington, though only numbered since 1907. The most famous Executive order was the Emancipation Proclamation by Abraham Lincoln, who issued only 48 Orders during his presidency. The issuer of the most orders by far was Franklin D. Roosevelt, with 3,721 in total, or 307 per year. Source
